Yesterday, the FCC passed the net neutrality regulations by a 3-2 vote after FCC Chairman Julius Genachowski obtained the backing of the agency’s two Democratic commissioners on Monday. The new regulations will take effect early next year and are designed to guarantee broadband web users equal access to all websites, online services and applications and prohibits internet service providers from blocking sites. Genachowski said yesterday’s vote by the FCC was historic. “For the first time we’ll have enforceable rules of the road to preserve Internet freedom and openness,” said Genachowski. President Obama also hailed the FCC’s vote as a benchmark, saying the government would “remain vigilant and see to it that innovation is allowed to flourish, that consumers are protected from abuse, and that the democratic spirit of the Internet remains intact.”

Steve Landesberg, best known as playing Detective Arthur Dietrich on the mid-1970s television series Barney Miller, died yesterday morning in Los Angeles. He was 65. In addition to playing Det. Dietrich on Barney Miller, which ran on ABC from 1975-1982, Mr. Landesberg had a dual role on the show also playing Father Paul. Mr. Landesberg received three Emmy nominations for his work on Barney Miller during the last three years of the show’s run. In more recent years, Mr. Landesberg appeared in such feature films as Forgetting Sarah Marshall and Wild Hogs as well as the Starz series Head Case from 2007-2009. Furthermore, he appeared in the 2002 television series Harvey Birdman, Attorney at Law and had recurring roles on Harry and the Henderson and The Golden Girls and guest starred in several others including Seinfeld, Law and Order, Cosby, Ghost Whisperer and Everybody Hates Chris. Mr. Landesberg also hosted a special for NBC in 1983 titled The Steve Landesberg Show. He had the distinction of being discovered at an open audition hosted by Bill Cosby for NBC’s The Tonight Show which led to stints at the Improv working with David Brenner, Jimmie Walker and Bette Midler. Mr. Landesberg also did voiceover gigs for animated series including American Dad, appeared on regional stage shows and in numerous TV commercials. He is survived by his wife, Nancy and a daughter.

OWN: Oprah Winfrey Network said Gayle King and HLN anchor Robin Meade will moderate the four two-hour primetime specials, Ask Oprah’s All Stars featuring Dr. Phil McGraw, Dr. Mehmet Oz and Suze Orman as they answer viewer questions. The first of four specials premieres on January 2 at 8p and the subsequent specials air on consecutive Sundays on January 9, 16 and 23 at 8p. Meade will moderate the specials airing on January 2 and January 16 while King moderates on January 9 and January 23. Also The Gayle King Show will now debut a week later on January 10 at 10a since King is moderating the specials taping in Los Angeles during the week of January 2.

In February, syndicated game show Jeopardy!, distributed domestically by CBS Television Distribution will air the first-ever man vs. machine battle as  two of the highest-winning contestants on Jeopardy!, Ken Jennings and Brad Rutter will take on a specially-built IBM computing system named “Watson.” The special competition will air over three days on February 14-16. Watson is named after IBM founder Thomas J. Watson and was built over four years by a group of IBM scientists who wanted to replicate a human’s ability to answer questions posed in real language with speed, accuracy and confidence. Watson’s competition includes Ken Jennings, who broke the game show’s record for the most consecutive games won at 74 games during 2004-2005 and over $2.5 million in winnings, and Brad Rutter who became the highest dollar winner ever by a single Jeopardy! player at more than $3.2 million. The prize money at stake next February is $1 million for the winner, $300,000 for second place and $200,000 for third. Rutter and Jennings will donate 50% of what they win to charity while IBM has agreed to donate 100% of Watson’s winnings to charity.

HBO’s first season finale of Boardwalk Empire on Sunday at 9p averaged 3.3 million total viewers. Factoring in the 11p airing of the concluding episode, Boardwalk Empire delivered 4.2 million total viewers for the night. Over the first season, the series averaged a gross audience of 10.5 million viewers per episode adding in linear plays + DVR + HBO On Demand, making Boardwalk Empire HBO’s second most popular current series following True Blood.

TV Land approved two comedy pilots with one titled Happily Divorced based on the real life of Fran Drescher. Happily Divorced is about a woman struggling with dating who finds out her ex-husband is gay. Drescher wrote the pilot and will produce with her ex-husband Peter Marc Jacobsen. The second pilot, titled Rip City, is a workplace comedy set at a company called Rip City Cola which is rocked when a young Ivy League-educated female takes control. Terri Minsky is penning the pilot with Michael Hanel and Mindy Schultheis as executive producers.

Shonda Rhimes (Grey’s Anatomy, Private Practice) has another drama in development for ABC centered on public relations guru Judy Smith, who worked with such clients as Bill Clinton and Michael Vick, reports EW. Oxygen Media and Casting Duo, in cooperation with Robert Ulrich, casting director for FOX’s Glee announced the casting will begin next month for The Glee Project. Open casting calls are scheduled in Chicago on December 18-19 and in Dallas on January 8-9. The selected performers will compete for a multi-episode guest-starring role on season three of FOX’s Glee and The Glee Project will premiere on Oxygen in June 2011. Veteran film reviewer and celebrity interviewer, Gene Shalit will leave his post on NBC’s Today as of this Thursday. Shalit originally joined Today in 1970 and has been a regular contributor for forty years. Charlie O’Donnell, the announcer on the syndicated game show Wheel of Fortune for 26 years, has died. He was 78. During his career, Mr. O’Donnell was an announcer on American Bandstand and for other special events such as the Academy Awards and the Golden Globe Awards as well as announcing the Beatles concerts at the Hollywood Bowl and Dodger Stadium in 1965 and 1966. Mr. O’Donnell is survived by his wife, Ellen, four children and two grandchildren.

Mary Tyler Moore will make a guest appearance during the second season of TV Land’s comedy Hot In Cleveland which also stars her former cast mate Betty White. This reunion of Moore and White will mark the first time in 33 years the veteran actresses will appear on the same show together since they starred in the 1970’s The Mary Tyler Moore Show. Production on the 20-episode second season of Hot In Cleveland began on Monday and the new season will premiere January 19.

Actress and executive producer Salma Hayek (Ugly Betty) is bringing another telenovela from South America to ABC. Hayek and her producing partner Jose Tamez sold an adaptation of the Argentinean telenovela Los Roldan via their company Ventanarosa. The US adaptation will tap writers Veronica Becker and Sarah Kucserka who also worked on Ugly Betty and will also serve as executive producers on the new series. ABC Studios is producing. Los Roldan is a drama with comedic aspects about a working-class guy who saves the life of a woman who then hires him to run her company. Los Roldan was produced by Argentina broadcaster Telefe from 2004 to 2005.
